Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are conducted: positive announcements are released from different nations. Significant resources is expended on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from across the border, a capability provided through current data. From vantage locations, defense planes that had been dispatched to counter approaching cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense engaged: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, most likely provided by allied countries. Every firing shakes the surroundings, rattling buildings. The brief panic quickly transforms into sober acceptance: possibly the hostile projectile won't strike its target this time, protecting urban areas from ruin and another blackout.
Persistent Threats
Not long after, a large-caliber weapon opened up on a drone somewhere nearby, part of a rapid response unit – probably imported technology. Sadly, the bullets missed the opposing UAV – it maintained course toward its destination.
Periodically, this continued until dawn. Kyiv faced the early updates: several casualties, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's essential dependence on international aid – a need that European nations are evidently unprepared to substitute in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership generated strong feelings, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new initiative from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, certainly, endure.
Strategic Calculations
It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a principle familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is impossible to compel Moscow to surrender the areas that it currently occupies in Ukraine's south or east.
The issue is that while recognising this factual reality, Washington does little to discourage Russia, through statements or actions, from believing that the situation will not evolve additionally in its favour in the near future.
Conflicting Perspectives
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but averting a total frontline collapse until situations evolve in its favour.
Present Conditions
Factually, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.
While new plans based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
